KAY SMALL is a legal nurse consultant with over 30 years nursing experience in a variety of settings. Her professional experience extends into traditional and less commonly identified healthcare arenas. She has worked as a registered nurse in the operating room, emergency room (including riding the ambulance), intensive care, pediatrics, newborn nursery, and ambulatory care settings for pediatrics and women’s healthcare.
Kay was the Privacy Officer for Blue Cross and Blue Shield of Missouri (BCBSMo), responsible for implementing HIPAA privacy requirements across BCBSMo. She was the former director for Quality Improvement for both Blue Cross and Blue Shield of Missouri and Prudential Health Care, and was the Director for Medicare products at Blue Cross and Blue Shield.
Kay has also worked for the State of Missouri with the Department of Health and as a consultant with the Department of Health and Human Services.
As the project manager for the St. Louis Business Health Coalition, she was primarily responsible for evaluating medical cost and health care utilization for the area hospitals.
Mrs. Small has been a member of advisory committees to the State of Missouri and was a contributing writer/editor of publications related to children at risk for the State.
Mrs. Small received her nursing diploma from Research Hospital and Medical Center in Kansas City, MO, her undergraduate degree in Health Services Management from University of Missouri in Columbia, and her Masters in Public Health from Saint Louis University.
She has completed certificate programs for pediatrics, cardiology and electrophysiology, emergency services, and quality management.
